FIVB confirmed participants for World Championship 2027 - why did it wait until October 19?

The International Volleyball Federation (FIVB) has officially announced the 32 participants in the 2027 Men's World Cup in Poland. Bulgaria is, as expected, among them, heading the list of 15 national teams that received quotas through the world ranking. The more interesting question, however, is why the confirmation comes only now, as the tournament's composition was practically known earlier.
On September 29, Volleyball World announced the names of the first 17 participants – host Poland, world champion Italy, and the 15 teams that qualified from the continental championships. The remaining 15 spots were to be allocated based on the world ranking.
This was not much of a mystery. After the European Championship and the other continental tournaments concluded, it was clear which national teams fell within the qualification zone. As early as October 6, the Turkish Volleyball Federation even published the full list of 32 participants.
However, FIVB waited until October 19 to officially confirm it, citing October 16 as the final date for which the world ranking was considered.

Why was the wait necessary?

One possible explanation is the administrative completion of the qualification procedure – confirming participation, verifying fulfilled conditions, and finally allocating quotas.
Such a procedure would be relevant in the event of a national federation's potential withdrawal. However, this remains a conjecture. FIVB has not reported any new withdrawals, nor has it explained why October 16 was chosen as the reference date.
The case of Russia shows that the issue is not merely theoretical. As early as August 4, FIVB announced that the Russian federation had voluntarily withdrawn from participating in the tournament in Poland, even though, after its points were restored in the world ranking, the national team ranked third after Poland and Italy. The President of the Russian Volleyball Federation, Stanislav Shevchenko, justified the decision with security concerns and described the upcoming tournament as overly politicized. It is curious that in its announcement on October 19, FIVB did not mention Russia's absence at all.
For now, there is no reason to claim that the organizers expected other withdrawals. It is possible that October 16 is simply part of a pre-set administrative schedule.
It is indicative that for women, the final list for the 2027 World Cup was announced as early as October 5, with October 2 used for the ranking. The exact two-week difference between the two tournaments also points to pre-determined deadlines.

Bulgaria enters in a different position

For our national team, the official announcement changes nothing regarding the ranking, but it confirms the favorable position from which Bulgaria will await the draw.
After climbing to ninth place in the world ranking, the Bulgarian team is among the eight highest-ranked participants in the 2027 World Cup. This creates prerequisites for our national team to be among the group leaders if FIVB applies the same principles for distribution as in the previous World Championship.
However, the final draw procedure has not yet been published.
This is a significant difference compared to the 2025 World Cup, when Bulgaria entered the draw from the third pot. Now, Gianlorenzo Blengini's team will have the opportunity to start the tournament from a significantly more advantageous position.

The draw is expected on December 6 underground

The official date for the draw has not yet been announced by FIVB. According to information from the Polish organizers, the ceremony is planned for early December 2026 in the Wieliczka Salt Mine near Krakow.
The Vice-Marshal of the Lesser Poland Voivodeship, Witold Kozłowski, indicated December 6 as the most probable date in an interview for "Gazeta Krakowska."
The 32 participants are expected to be divided into eight groups of four teams. The top two from each group will advance to the round of 16, after which the tournament will proceed through direct eliminations.
The World Cup will also have an additional stake. The three highest-ranked national teams that do not yet have an Olympic quota will receive the right to participate in the Los Angeles 2028 Games.

Five Polish cities will host the tournament

  • Gdańsk – Ergo Arena
